According to the German Embassy website, all students are respectfully asked to register for an appointment only if they have collected all required documents. Since there are still a lot of entries on the appointment queue for the winter semester 2022, students must keep in mind that the embassy/consulates are unable to check who is in possession of a still valid admission from a German university.
However, visa applications will now require additional paperwork. The action was performed only to expedite admission and visa processing.

Academic Evaluation Centre (APS) certificates will be required to be presented with your visa application beginning November 1, 2022, according to the German Embassy. That is, before applying for a visa, applicants must have the APS certificate on hand. The application period will begin on October 1, 2022.
The German Embassy establishes the APS, which is affiliated with the Science Section of this Embassy, in order to expedite student enrollment and visa processing.
Here are the key steps to remember while applying for a German student visa:

Starting October 1, 2022, you can apply for an APS certificate.

After getting the APS certificate, schedule your appointment through VFS.

Appointments will be made commencing November 1, 2022.
The consulate further informed that, because there are still a lot of entries on the appointment queue for the winter semester of 2022, please be aware that the Embassy/Consulates are unable to verify who is in possession of a still valid admission from a German university or college.
