On September 14, 2021, Ontario invited 691 international student graduates to apply for provincial nomination, among with 627 were invited for the Masters Graduate stream and 64 were invited for the PhD Graduate stream.
Each stream had its own requirement. While Masters Graduates needed a score of at least 35, PhD Graduates need a minimum score of 16 under Ontario, Expression of Interest (EOI) system.
This is the third and the largest Masters Graduate stream draw since the province added an EOI system for its Provincial Nomination Programs (PNPs) that do not use the Express Entry system.
For the PhD Graduate stem, the province invited 77 candidates with EOI scores of 17 and above.

To be considered for these Provincial Nomination Programs (PNPs) under either the Masters Graduate or PhD Graduate Streams, students must sign up with e-Filing Portal of Ontario and register an expression of interest for their graduate stream. If they are eligible, they will receive an invitation to apply for the provincial nomination.
Ontario ranks EOI profiles on the basis of a number of human capital factors, as decided by the province to select immigrants with the potential to thrive. These include their skill level, work experience in Canada, wage, education, the region of work or study, and official language ability. Ontario also grants 10 points at its discretion to meet the needs of the labour market.
International graduates in Ontario with job offers can now submit their Expression of Interest (EOI) for a provincial nomination through two more immigration streams of Masters Graduate and PhD Graduate.
Apart from the two programs, Ontario’s new EOI system includes the Foreign Worker; International Student; and In-Demand Skills under the Employer Job Offer Category.
This ensures that Masters Graduate and PhD Graduate candidates can now register for Ontario immigration any time instead of waiting to register only when the Ontario Immigrant Nominee Program (OINP) opens its online portal.
Through the EOI system, Ontario ranks profiles of applicants based on a scoring matrix. They are given points for work experience, education and intended destination in the province among other things. The ranking uses skills and experience required to succeed in Ontraio’s job market to pick candidates.
However, registering for the EOI system does not guarantee an invitation to apply for a provincial nomination.
Profiles for an EOI pool will remain valid for 12 months and the OINP may contact selected candidates to apply for nomination any time. After 12 months, your EOI will be removed automatically.
It is free to register their EOI. However, one will have to submit fees if they are invited to apply. Candidates may also choose to withdraw their registration.

How to Register an Expression of Interest?
Here is the process to submit an EOI for a provincial nomination in Ontario:
Step 1: Create a profile in the OINP e-Filing Portal.
Step 2: Read the requirements for the chosen stream.
Step 3: Register an EOI for one of more streams (one profile at any given time).
