Immigration, Refugees, and Citizenship Canada (IRCC) held a new all-programme Express Entry draw on March 15, 2023. After nearly two months, this was the first all-programme Express Entry draw. The preceding round of all-programme invitations was held on January 18.
Candidates in Express Entry's Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), and Canadian Experience Class received a total of 7,000 ITAs (CEC). The needed CRS score to be invited to apply for Canada PR was 490.

Aside from releasing a record amount of ITAs, this draw deviates from the previous two months' trend of program-specific drawings. There have been four program-specific rounds of invites since the last all-program draw, three for PNP-only applicants and one for FSWP candidates. Just 697 individuals earned ITAs in the most recent PNP-only draw on March 1, 2023.
Until 2023, all Express Entry draws that took place between July and November 2022 were all-programme draws that each invited over 1,000 applicants. As the minimum CRS score dropped, so did the number of invites, and this trend continued until November 2022.
IRCC has also issued a report detailing Express Entry data for 2021, a one-of-a-kind year in the programme's history. Because of the COVID-19 pandemic, all programme drawings have been delayed beginning in December 2020 to alleviate the backlog generated by travel restrictions and border closures.
IRCC continued to award ITAs to candidates in the Canadian Experience Class (CEC) and the Provincial Nominee Program from December 2020 to September 2021. (PNP). There were no all-program Express Entry draws in 2021, and all 42 draws for the PNP and CEC were program-specific, with no ITAs awarded to FSWP or FSTP candidates.
About 64% of the 114,431 ITAs given in 2021 went to individuals aged 20-29, who get 100 CRS points under the Comprehensive Ranking System. Beyond the age of 30, candidates earn less points. While the majority of ITAs were awarded to applicants who were already residing in Canada as temporary residents, some ITAs were issued to candidates living abroad.
