Presidents Alliance Publishes Biden Wish List on Higher Education and Immigration

The Presidents Alliance is imploring further action to promote a sector that contributed USD 28.4 billion to the US economy in 2020/21 and supported 306,308 jobs. The Biden administration is required to take additional steps to assure that the USA retains the international leader in higher education for decades to come.

Presidents Alliance, a nonpartisan association, has called for a White House-level office to be appointed to coordinate agency operations. It stresses the fact that top politicians and administrators must continue to discuss the significance of international students and scholars in building a better economy, addressing global and local concerns, and enhancing security.

A number of proposals for the White House, the Departments of State, Education, Homeland Security, and the US Agency for International Development are included in the organisation's Administrative Agenda.

It is similar to the White House's National Interest Exceptions for students in Covid-19 and January 2022 efforts to attract STEM talent and strengthen the US economy. It adds that this is to help refugees and other international students gain more access to higher education in the United States.

Department of State (DOS) needs to improve and standardise visa application for US procedures and counselling, particularly regarding financial evidence, as well as provide honest and clear information to students concerning visa denials.

The Presidents' Alliance also reiterated its proposal for J-visa holders to be granted Special Student Relief (SSR) and for SSR to be linked to Temporary Protected Status.

Additionally, as part of the US's foreign policy and development strategy, the United States Agency for International Development (USAID) should prioritise international student recruitment, implement USAID Administrator Samantha Power's vision outlined prior to her appointment, and re-invest in funding international students in strategic parts of the world.

All too often, students from countries of strategic relevance to the US are unable to afford to study in the US, while competitors recruit them and offer them scholarships, the statement read.

In the face of increased competition from other countries for these outstanding individuals, this administration has already taken numerous critical initiatives to empower their institutions and universities, but more action is still needed.

If rapidly and fully implemented, these ideas would help the US maintain its position as the world leader in higher education for decades to come.

As the worldwide refugee crisis worsens, the US should consider developing a complementary pathway for refugees through university sponsorship, according to Laura Wagner, project manager for the Presidents' Alliance's Initiative on US Education Pathways for Refugee Students.
