IRCC Announces Category-Based Canada Express Entry Process for PR Applicants

In an effort to fulfil its labour demands and develop its economy, Canada has established a new process to accept qualified foreigners with work experience in priority jobs as permanent residents.

Sean Fraser, the Minister of Immigration, Refugees, and Citizenship (IRCC), announced the first-ever introduction of category-based selection for Canada's primary economic immigration management system, Express Entry, on Wednesday, May 31st, 2023.

This year, category-based selection invites will prioritise candidates with good French language skills or work experience in industries such as healthcare, agriculture and agri-food, STEM professions, and crafts such as carpenters, plumbers, and contractors transportation.

The change will allow Canada to extend invitations to apply to potential permanent residents who possess specified skills, training, or language proficiency.

This approach to the Express Entry system, according to Immigration, Refugees and Citizenship Canada (IRCC), will satisfy employment shortages while also strengthening French communities across the nation.

These changes to the Express Entry system, according to Fraser, will guarantee that Canadian firms have the qualified people they need to develop and flourish. They may also assist our economy flourish and businesses with labour shortages by boosting the number of French-proficient applicants, ensuring the viability of French-speaking communities.

For people looking to immigrate permanently through the Federal Skilled Worker Programme, the Federal Skilled Trades Programme, the Canadian Experience Class, and a component of the Provincial Nominee Programme, Express Entry is Canada's leading application management system.

About 4,800 applicants were invited to the 13th Express Entry draw of 2023 by IRCC. The Immigration and Refugee Protection Act was amended by the Canadian government in June 2022 to enable the selection of immigrants based on critical characteristics that assist economic goals, such as specialised job experience or fluency in French.

The first invitations to apply (ITAs) based on category are anticipated to be distributed this summer. Nearly all of Canada's labour force growth is attributed to immigration, which helps to alleviate manpower shortages in important industries.

Employment and Social Development Canada reports that between 2019 and 2021, the number of jobs with a shortage quadrupled. The Canada-Quebec Accord allows Quebec to set its own immigration thresholds.

Between 2018 and 2022, 34% to 40% of all French-speaking admissions outside of Quebec were made via the Federal High-Skilled programme.
