NMC Refuses to Offer Relief to Indian Medical Students Studying in Philippines

National Medical Commission (NMC) has turned down the request of the Embassy of India, Manila in the Philippines to accept a BS course as part of their MBBS curriculum, starting over 10,000 Indian medical students’ plight.

The embassy wrote to NMC seeking special relief for Indian students who enrolled in BS course in 2018-19 and faced uncertainty after the FMGL Regulations came into force on November 18, 2021.

Earlier, NMC had mentioned that the Bachelor of Science course in the Phillippines serves as a bridge for students who want to take up courses in Science and Research in the country. The course comprises subjects of Biology similar to that in Class 11th and 12th in India.

The NMC, in a notice dated March 25, 2022, added that the BS courses can be considered equal to the MBBS course. Therefore, students who have already taken admission to any foreign medical course which is not equivalent to the MBBS course in India, cannot practice medicine in India.

In 2021, the NMC released the Foreign Medical Graduate Licentiate Regulations which put an end to the speculations surrounding studying MBBS abroad as well as the fate of the course.

In the Phillippines, medical education is divided into a BS Biology course and a 48-month doctor of medicine (MD) course.

Students enrolled in BS wanted to understand if BS Biology and MD together could be considered as one course.

On December 10, 2021, the Indian Embassy raised the issue and wrote another letter to the NMC and asked if a special dispensation could be considered for such students in order to avoid academic and financial loss.

After around two and a half months, on February 22, 2022, refused to offer any exemption.

Students have already challenged the regulations or clarification regarding the BS Biology course in the Delhi High Court which has issued notice to NMC.
