Germany Announces 3 New Immigration Laws to Tackle Labour Shortages

To address labour shortages in the largest economy in Europe, Germany's government published draft legislation on immigration, skills training, and increasing immigration from Western Balkan countries.

Germany Announces 3 New Immigration Laws to Tackle Labour Shortages

Germany unveiled proposed immigration, skills training, and immigration promotion amendments to address the nation's labour shortages. New immigration legislation is one of the amendments, which attempts to overcome impediments for immigrants entering Germany, especially for non-EU people.

As stated in the proposed law, the amendment may result in an annual influx of 60,000 additional workers from non-EU nations.

According to Hubertus Heil, Germany's labour minister, one of the country's most important economic tasks for the foreseeable future is to secure its skilled labour pool. In 2022, the ministry noted that there were nearly 2 million job vacancies in the country.

When the cabinet endorsed the amendments, Finance Minister Christian Lindner tweeted that they are establishing the groundwork for a new start in Germany's immigration policy. He further added that skilled individuals who can make a substantial financial contribution to Germany are hearty welcome.

Germany's Interior Minister Nancy Faeser said that the associated authorities will make it possible for anyone to enter the country's labour market only if they have relevant professional experience or particular potential.

Upon implementation, there will be a 60,000-person annual rise in the number of employees from non-EU nations, giving them three main entry points into the nation.

The following are three pathways for non-EU people to enter Germany:

Professional or University Degree Recognised in Germany

Anyone who has a professional or a university degree that is recognised in Germany, they are welcome to enter the country as a skilled worker.

A German Employment Contract

It is for those with a degree or equivalent professional qualifications, as well as a minimum of two years of relevant job experience.

Opportunity Card

The third way is a new "opportunity card" for people who do not yet have a job offer but may do so in the future. The opportunity card uses a points-based system that considers education, language proficiency, work experience, ties to Germany, and age.

Furthermore, an education statute that grants student access to compensated off-the-job training was also passed by the cabinet. The Federal Labor Agency of Germany will cover up to 67% of the trainee's net compensation during the training period.
